Nondescript link has how much value?

Someone e-mailed me a request to put up a link that is very nondescript.

For example:
<A href="http//:www.anywebsite.com">3245</a>

This link will not tell my viewers anything about their website.

What benefit could they get from such a simple text link such as 3245? (Their website has very little on the page for that number)

Is it a model number for an item of equipment?

Nope, it's not a model number.

I'm beginning to wonder if it's a PR (google) thing?

Would the PR of my page give THEIR page anything? If so, what would it be? It's not a 1x1 gif-even though that has 'some value', it's not a text link that has any (user) search value...

Are they just getting links to increase PR? That's the only thing I can figure out, but outside of Google is there any other value?
