Is there anywhere to get hold of individual search engine algorithms or a test program that allows you to tune your site to meet specific criteria for a particular search engine????

No. The SE's keep their algorithms secret, otherwise people like us would be manipulating the results so badly, that they would have no control over their own databases.

All you can do is read these forums and make your own "educated guesses" at what it is each search engine looks for.
