Now, as a freelance designer, I need to know more and I am not sure where to begin. I have visited many SEO company sites, and realize you probably get what you pay for, but Damn! thousands of dollars!
I am looking for a few things, if someone is willing to help. 1. What I need to do to get my clients listed on search engine results (I'd love top 5 or 10, but would settle for just in the ballpark.) Example, meta tags, decriptors, etc. 2. What avenues I should go for submitting to search engines. Should I go through the SEO companies? Can you all recommend any?
Any Help would be greatly appreciated

I must say that you have asked a huge question. I would suggest wandering through the threads and forums and seeing what is here. Your questions will definitely be answered here, this place is abounding with knowledge. You will probably have to pare down your questions a little.
I wouldn't run out and pay a company yet, take some time and see what you can find here. Keep in mind, a lot of those companies in question are run by people who are members.;)

you can also go through the forum index and look into the different forums for questions that may be similar to ones you have. It seems overwhelming at first but one piece at a time it starts to make sense.

SEO is no longuer a matter of meta keywords anymore. Top 5 or 10 will cost you millions a year to maintain for certain keywords and a couple of thousands for some others. Sometimes it is hard to phrase a question when you don't know what it is you need to ask, that's a tough one. And reading and reading can get confounding. I remember studying HTML How-Tos for three days to try to figure out how to enable people to click on something to email me (mailto: Nirvana! I will always have a place in my heart for this magic command).
Anyway, in addition to the advice offered above, I would also suggest that when you do need to poke your head up and ask a question, be as specific as you can with the question here. You have two lines to work with here and using them descriptively (as much as you can) will no doubt yield a quick, insightful answer and let you get back to the books.

You’ve taken the right first step in developing a strategy for your clients and that’s a visit here. I suggest you plan to make this at least your first stop in the morning and your last in the evening. You’ve been given some excellent advice to jumpstart your learning. That’s what we’re all about here, learning and sharing what we know so that we all continue to learn. Remember the saying about their not being any dumb questions? We stand by that at Webmaster World so feel free to ask away. Pshea is right on with the suggestion to focus your questions. It’s a lot easier for other members to come up with answers.
Besides the other excellent links suggested I recommend the glossary link [searchengineworld.com] at the top of the page. I rely on it myself. Some of the terms can be confusing and it’s important to understand the differences when asking questions as well as understanding the answers.
The sticky mail [webmasterworld.com] feature is terrific because you can easily communicate with other board members that way. I’ve included the link there to the instructions.
Familiarize yourself with the board is a great suggestion because hopefully you’ll be returning often and we’ll continue to learn along with you.
