What are the best link popularity programs?

With as valuable as Link Popularity is, I am surprised that there is not a section on Webmaster World devoted just to this subject.

The problem is that links from link exchanges are being recognized and penalized by the engines, this makes their usefulness questionable these days.

The topic comes up every so often in the Google forum, also.

I don't have any experiens with exchange pograms, I don't use them. It is my firm belive that you will get much better results in the long run, by good old fashion hard work.

Get links by providing quality content and other good resourcer on your sites and by e-mailing relevant website and ask for reciprocal links. Read the google forum for other good info on getting links

There is plenty of advice on
link popularity here within WMW, just perform a search for the phrase and related phrases using the site search (upper left, top). As far as link popularity programs are concerned, you really need to be careful.
