Ok, about 36-48 hours ago I made some additions to htaccess and the relevant area looks like this:

I go in today and discover that these are also getting Error Code 403 and I do not understand why:
216.39.50.143 (purports to be Scooter-ARS-1.1 at AV?
However, this is the first time I've ever seen Scooter-ARS-1.1 even though I find lots of Scooter references over the last 8 weeks. None of those show an ISP either, all their lines begin with drone. ...
216.62.246.194 (ARIN says this is an instate business, but one that is out of my general area. It's showing up all of a sudden after the new deny froms, with no indicators it had ever been to the site in the past 8 weeks.
216.150.100.147 (ditto, albeit a different business and a different area of the state. This particular biz has however shown up before under a different number, the sole difference being the last three digits. Neither that number nor the .147 number are included in the above list of deny froms though. Also, the other number hasn't been around in over a week and it had visited the main page, usually only the mainpage, once a week for several weeks.
216.104.108.108 (appears to be a Canadian based ISP)
I know nothing else about it, but it's also not in the deny froms listed above.
