measuring outbound links

what is the best way to track outbound links

I did read in some posts that a redirect in an outbound link is not good for the ranking of the page in a SE, especially Google.

We are developing a directory with categories and at the end some lists with outbound links. Besides these outbound lists will harm the PR of that page, i'm wondering what the effect on tracking the clicks with a redirect.asp page will be in Google and other SE's.

Are there solutions to solve this?

I think what people have referred to is that a redirected outbound link may not refer PR to the page it links to.

I don't believe that a redirect on an outbound link can hurt the page it is on.
