Who is Netjoy "Internet Explore 5.x" 211.101.168.59?

I checked Google and WW's site search, but couldn't find any information on this bot. Maybe some of you know more:

Starting on "03/Jul/2002:02:33:17 +0200", a robot that identifies itself as "Internet Explore 5.x" (this is the exact string), crawled 100 pages within two minutes. It's IP address was 211.101.168.59 and whois tells me that it belongs to Netjoy, a customer of Capital Network.

Anyone noticed them in their logs? What are the on about? Finally, should I block them (using .htaccess)?

Netjoy is an ISP in Beijing.

Internet Explore is the UA for what seems to be a bot/leech of some sort which does not curry favour with our members.

Put the two together and you probably have someone sitting at home in Beijing on dial up sucking sites. I think others are putting it on the Ban list.
