Is there any tracking service I can use in this manner?

I do promotions for a lot of websites but often have no access to the websites I am advertising. Is there a way where I could do something like this:

1) User clicks a link to advertiser
2) User is directed to myurl.com/advertiser where a cookie is placed and then the user is quickly automatically forwarded to advertiserURL.com
3) Cookie can then track user movements for conversion reasons through advertiserURL.com

Does anyone knoe how to do this or know of a service I can use to accomplish this task or something similar? Thanks so much for the help!

1 and 2 are OK, but you can only do 3 if the advertiser is perpared to put tracking code on every page of their site.

So - you can track who goes off your site, but can't easily track them easily from that point on.
