I want to produce a list of authenticated users who downloaded specific documents.

So for example, when somebody who is authenticated gets to a Handbook (one of the downloads you HAVE to register to access), then they click on a link to the PDF which is formatted as follows:
[abc.com...]
Note the variable &file=pqr.pdf – this refers to the specific document.

So what I would like is a report that allows to produce a list of top downloaded documents and against that list, the id.s of the authenticated users

I am using WRC eBusiness Edison ver 6.0b

Is this possible to create thru WRC eBisiness edison?

If EBusiness has custom reports, this would be straightforward - a report with nested dimensions, authenticated user x downloads, or vice versa.

Well, eBusiness edition doesn't have custom report. I didn't see any option yet. But yes I saw one folder which says custum tables. but no option to use this in UI.

is there any other way to do this?

The custom tables folder in the datfiles folder holds the specs for preconfigured reports that WebTrends happens to be storing in a folder called custom tables. At one point in its history, WebTrends started making a bunch of new reports (search engine reports for example) using its custom report scripting language or something. They chose to store them in that folder, with that name, for a variety of reasons. The "custom" wording doesn't mean custom report creation is available to the user. But in higher levels of the product like Enterprise where custom reporting is available, that folder is where those report configs get stored also.

If that report is really important to you, you might be able to find a WebTrends user with an Enterprise license who'll run that report for you, for a charge that can range from really reasonable to rip-off. The WT website lists a group of companies called "WebTrends Insight Network Partners" or something like that.

Well, I want to run the report on daily basis so I would love if I can generate report by own. We do have Enterprise License too but that is on different server so I can't use that license to run report on my server.

I have found alternate way to run the report. I have created a batch job which is extracting the download history of particular downloaded file from log and this log I am using to generate report of authenticated user. But this is not, exactly solving my purpose as I want to see the entire downloaded file's history in one report

I'm not sure if this helps, but Enterprise licensing isn't any longer limited to a particular web site server. It's purely page views now, on as many servers as you want.
