Need more information. Are you activating the content groups in the report profile? do the content groups happen if you don't include the parameter value feature? is the content groups report appearing, but empty ... or is the report not there at all? what exactly are you doing and what exactly is the outcome?

Basically I created the content groups put all the information according to what it tells me to and when i go into content groups in the report it says there are no content group information. The same thing happens when I try to create a translation file through URL parameter analysis.

Are you activating the content groups in the report profile? You say you are using URL parameters to define content groups. Maybe first you could make simple content groups without parameter involvement, then when those are happening, do the more complicated ones. It's going to be hard to isolate the cause if so many things are happening.
