What's the best way to track links to other sites? Ie how many times links to external sites have been clicked. Redirect URL? 3rd party off the shelf solution?

There are loads of scripts that sound perfect for your requirements. Visit Hotscripts or any other scripts resource site and try a search for "click tracking". Many of them are free.
