Can you track email accounts that have been created by a person's IP address.

Not really -- IP addresses are subject to change, even within the same session. AOL and other large ISPs have proxy farms that handle the connection from within their network to the rest of the 'net. Smaller ISP's typically use DCHP to assign IP addresses to a users computer (both dial-up and broadband), on a temporary 'leased' basis.
The only accurate way to track users is by login - and even that can be problematic (two concurrent logins).
