Can Someone Track My IP Address?

Hi, first time poster. Excuse me if I bore everyone to death on this topic. I've been reading up on the other forums but I still have a few questions about someone tracking an IP address. I'm a total computer dork.

First, if someone registers with a free email provider (yahoo, eudoramail, hotmail, etc) can someone still track you right to the very city you are in? I thought you would only get as far as the yahoo general IP address and then it stops, no?

Do I understand that the IP address is from your internet service provider, and that is NEVER anonymous? So even if someone uses a free email service, so long as they sit at the same computer in the same city using the same internet service provider, it will always trackable even if you use yahoo, or hotmail, to send and respond to emails?

I'm asking all of these questions because I belong to a message board that is threatening members who posted that they will track them down through IP addresses. It's getting nasty, and this is just for posters who pissed off the moderators (it has nothing to do with anything illicit, just differences of opinion that's totally spiralled out of control). Some, especially the young ones, are really scared. I'm trying to figure out what the heck these mods are talking about.
