Is it safe to block the whole range if my website targets only north america?
ARIN says "Asia Pacific Network Information Centre" for the whole block, but I am getting some visitors and don't know why.

You will get traffic from all of Asia including AU and NZ from those blocks. Included are: IN, HK, SG, TH, JP, KR. There are plenty of reasons to allow these IPs to access your site- especially if it's commercial. You'll be missing out on plenty of potential customers from north america that are traveling or out of the country for whatever reason and people that want to buy and ship to someone in the states.
But to answer your question, Yes you would only be blocking users in Asian countries if you did that.

Hmm.. AU and NZ conserns me. How come they use the same block?
I don't sell anything, and if north american users are away to travel, then there is no use for my website anyway - it's very localized.
