I searched the IP (63.246.201.178) and came up with Global Spec, but that's it. The entire UA is "Fetcher/0.95" and it only hit my homepage, nothing else.
Does anyone have any information on this guy?

http-fetcher is a small robust flexible library for downloading files via HTTP using the GET method. It allows you to customize and manipulate your file requests through altering the User Agent Referer timeout etc
So basically you can block Fetcher/0.95 and it can reapear as anything the users calls it
