Undeletable .htm file in cache-- what is it?

Please pardon my total ignorance, but I am quite new to all of this webmasterey stuff, and have very little idea of how site stats work. I just read my own site logs for the first time last week, and let me tell you it was mind-numbing.
But anyhow, my question:
As the nominal webmaster of a small company, I get a lot of strange questions from my colleagues. This is the strangest one so far.
This co-worker is a little paranoid in general, but he also knows what he's talking about if what he's talking about is Windows or Linux.
At home he runs IE 6 on a Win 2K machine.
He cleared out his browser cache the other day, as he often does, and noticed a file that he could not delete.
It was a .htm file, from webmarketing-dot-something-- we searched and found a site called webmarketing.ie that he said he recognized the logo from. So somehow he had a cached file from this site.
It worried and frustrated him that there was no way for him to delete this file. It simply wouldn't go.
So my question for all of you is this:
What could an .htm file possibly do, in a cache, and how could it possibly be undeletable? The company's website mentions tracking statistics and the like, but they don't seem especially sketchy. How could they do this, and what precisely is it that they're doing?

I'd appreciate any information; he's paranoid and is about to reformat his hard drive if I can't explain to him what that file is for and how to get rid of it.

Do a search of all files and folders for the filename - it will probably find the files in one temporary internet files folder or another. Delete the file there - take a look at the properties - it may have been marked read only by mistake or misadventure.

IE sometimes has problems clearing history files, cache files and offline web pages. Switch to a different browser would be my best advice (he says, sitting here browsing with IE)...
