What are these errors?

Suddenly about two months ago, my logs started to be filled with errors requesting these types of files.

[Tue May 6 05:31:29 2003] [error] [client 195.251.42.1] File does not exist: /www/a/apassion4jaz/htdocs/_vti_inf.html

or

[Tue May 6 05:07:06 2003] [error] [client 195.251.42.1] File does not exist: /www/a/apassion4jaz/htdocs/_vti_bin/shtml.exe/_vti_rpc

...from different IPs. There is about 20k daily of these.

Are these users who are accessing my site through Front Page, MSOffice, or some other wsiwig, or could this be someone who pulled down my site to their desktop and using a similiar editor? Or even someone who has hijacked some of my pages?
