MPEG1 compatibility problems?

I received a complaint from a visitor that they can only see the first two seconds of my 20-40 second video instructions.

I haven't heard of such a problem, I am stumped. Has anyone encountered this problem?

Oh yes, the format is MPEG-1.

This could be caused by sooooo many things. Without more info, it's hard to diagnose.

How was the mpeg created (which software)?
Which platform was it created on?
Which platform is it having problems in?
Which codec was used?
Have you had other complaints?
