Toolbar PR compared to Directory PR

When a user goes to yahoo.co.uk the page resolves to uk.yahoo.com

The page uk.yahoo.com shows good PR of 8 but because the DMOZ (google) listing in the directory uses yahoo.co.uk is has a directory PR of 0.

There are a lot of domains like that, been digging around the Google directory for those at the bottom of the heap with no PR, a surprising number of them were basically index pages that redirected.
