Best category to submit to?

This may be common knowledge, but I'd like to get some ideas regarding submitting a commercial site to Yahoo. Is it best to submit to the highest possible category or to a regional category (US States) that currently only has one listing? I am interested in your thoughts about PR benefits, if any? For example:

category #1 has 20 listings PR6
category #2 has 365 listings PR5
category #3 has 225 listings PR3
category #4 has 125 listings PR2
US regional has 1 listing PR2

Would you suggest submitting to category #1 or the regional category? Are there any disadvantages to submitting to a regional category other than the lack of visitors to that particular page?

We're primarily interested in getting more traffic to our site, but if this has an effect on PR, we'd like to submit to the most beneficial category.

I say go with the category that has the highest PR and that also contains your main keyword/ keyphrase if possible. Once accepted you can always request to be added to your regional cat as well, but this will not work in reverse. If you can't get in after submitting once every month for several months, then submit directly to your regional category.
