Yahoo's guidelines state that Express Submit is optional for Canadian sites and not even possible for Canada French language sites. Should I use Express Submit?

Welcome Doc. I wouldn't. Once you pay, you will have to pay the recurring fee. If you can find a free cat, then go that route.
