US Site ranks diffrently if checked from India and US

One of our US client's website having its target visitors from USA ranks 25 for a keyword but it ranks number 1 from India for the same keyword.
I am wondering if yahoo is targeting geographical algo, this should be exactly reverse i.e. it should rank number 25 if searched from India and 1 if from USA.
