Does Yahoo Penalize by IP Address?

If a site shares an IP Address with a penalized site, will it be penalized?

I have a website that has been penalized by Yahoo! for a few months. On the same server (an add-on domain), I made a new site, unrelated to the penalized one. The new site seems to be very slow at being indexed and added to the SERPS.

Do you think Yahoo! is penalizing the new site for being on the same IP as the old site?

Yahoo and all search engines have many ways to penalize a site without touching the IP address. They generally try and avoid touching the IP level, since it can catch some innocent sites.
