Yahoo Slurp Crawls but Not All Pages Indexed

What are the Reasons for this Behavior?

It's been reported often that Yahoo Slurp will grab thousands of pages but they don't necessarily make it into the index.

Is there a delay before they're included or is there a quality or link filter that is keeping these pages out?
