I have yet to find a concrete answer on how to determine the penalization of sites.
According to Yahoo!'s submit for review page, if your site is listed for an obscure phrase or senetence, you are not penalized, and do not bother filling out the request for review.
But what if it comes back fifth to last, behind all the feeds, for obscure senetences on the your page? Is this considered being listed and not penalized?
Fifth to last, but not returned in SERPS for any KWS. Is this a penalty.
In index over the weekend, but not during the week. Is this a penalty?
When you hit 'more pages from site' link, two copies of index are shown, but no other pages from site. Is this a penalty?

so you quoted a sentence that doesnt exsist?
why is this even being debated? sites appear in the serps with a total demotion penalty. they appear for obscure quotes in phrases but for nothing else. Wheres the debate?

Are you kidding. Sorry I did not quote 'word for word' from the get go. Don't let this turn into an ego thing soapy.

reality >>they say you are included in the index..they DO NOT say you are 'not penalised'...anyone affected will tell you that being in the index does NOt mean you are not penalised...they have given a huge number of sites total demotion penalties while including them in the serps....previuosly those same sites were banned from the index totally....the effect is the same but now your in the index but with no chance of appearing for a geuine search term....
