We are having our website redesigned by a team in Romania. Should I have any concerns with regards to search engines? They are using php technology and our Meta tags are not changing.

Are you asking if Romanians are any good at SEO? If so, then there is no real answer. Doesn't matter if design team is in Romania, Thailand or UK -- it depends on their abilities.
One tip: use RAC/elance etc.. Without that you have no recourse if they run off with your $$.
