How do I adjust this META tag to exclude Y only? (not G)
It is a portal page for a major city. Google does not have a problem with it but I think Y does. If I can exclude from Y, then I may can get my main site back in Y.

You can't do it using a meata tag. You need to exclude it in your robots.txt file.
