Yahoo not charging to list commercial sites? (Argentina)

I saw you can suggest your site in yahoo argentina and even commercial categories don't push you to
Yahoo! Express 7 Day Guarantee US$299 non-refundable, recurring annual fee.

Why?
Do they want to fill the directory?
I noticed that my accepted websites are not listed (submited months ago via free method) so I wonder if they are actually working or not... I don't have the chance of speed up the process now even paying...
(yes I know they can reject you, but I don't think is that case really)

Don't ask why, just submit it. There are some Yahoo categories that don't charge. Don't worry about Yahoo they have enough money and when they feel like it they will turn off the free submissions for your category.

I submittes many times and never was listed in directory....
In the other hand my site is crawled by slur now and I've heard being in directory with the title and description a human editor will put is worst than using your optimized title and being on SERP...

Someone correct me if I'm wrong please..
