Common reasons that URLs do not qualify for Site Match include:
- Cloaking (showing crawlers deceptive content about a site)
- Large-scale domain interlinking
- Use of affiliate programs without the addition of substantial unique
content
- Use of reciprocal link programs (aka "link farms")

My question:
Recipricoal linking isnt a link farm.... am i mistaken? Is Yahoo penalizing if you have a link page with links to other webpages that also link to yours?

They are reffering to sites that serve no purpose other than link building.

A normal recip' exchange is fine. However you can tell by looking at some link sites (even if they are not automated), what they are there for.

i disagree. They are referring to sites that have link campaigns in order to boost their rankings. While its true that most sites do this and not all are banned IMHO if they have reason to look at your site because its been flagged in some way then its enough to get you banned. Even more so if combined with other disliked elements. More than this you dont need to be linking out, just benefiting from links in IMHO.
