Previously a search for: domain.com would bring up results for these words where a page on site.com called "Review of domain.com" could rank.

Most, but not all, of the time now, what you will get will be a list of pages from domain.com -- similar to the site:domain.com search.

[search.yahoo.com...]

I suppose this change occured when the new search interface went live.

Perhaps some domains show the old way because they are penalized.

Originally thought it was bad when first reading this, as the old way would be useful to still have. But it looks like you can get still get the old way by adding an exclude word, eg search for:
webmasterworld.com -1111111
to get the old way. So no major problems and it stops you from having to remember the site: syntax.
