Just a thought. Seems paying for a URL with INK or Sitematch makes it easier for them to put your url through a filter not previously applied. In other words considered fundamental to search quality but not able to be incorporated into the algo. I wonder how banned sites were actally added at an entry point that was a free add url such as on Yahoo or ALLTHEWEB. I wonder if the this could explain the selective nature of penalties being applied. If you went via the add url you are now being filtered but if found only through links you are less likley to suffer the outright ban.
