Everybody wants to be in several regional yahoo's. Should then submit the same site to as many yahoo's around the world as I can? Is that necessary? Will that be annoying or penalized in any way? Is there any shortcut for that?

I don't think you need to be in all the Yahoos as once you get into a section of them, you get into the rest. For example, if you get into Yahoo Asia you get into Yahoo.com
I'm not sure which ones get you where, but what I would do is find this out and then only submit to a couple.
