My site apparently suffered a penalty and was dropped by ink, so it is not now in Yahoo. If I pay for Site Match to get a few key pages in does this mean that I will forever not get back in free?

Funny SiteMatch is your second chance saloon if the site is clean you will get back in, if you had a life time Inktomi Penalty and the site was cleaned up you should be re-included.
Sidenote: if you site was banned and you didn't clean it up I would ban your ass forever ;) thats my view and no one else's

We run a totally ethical site so there is absolutely nothing to clean up.
