Paid submission to Yahoo issue

I'm confused -- can a site be indexed by Yahoo without paying?

I am confused by the $299 fee that Yahoo charges to index a commercial site. How does this work, when until now Yahoo has been powered by Google, and presumably soon by Inktomi. Is paying $299 the only way to get listed on Yahoo search?

I believe that is for directory inclusion and not search engine submission.
