So i submitted a site through Express Submit.
My Credit Card got charged but the order did not go through.
I got some Operation Timed Out error.

But on my Credit Card statement I see that $299 was billed by Yahoo.

What to do? Who can I contact?

I had this happen to me TWICE for my personal site. The first time it happened it took over a month and the treat of a chargeback to finally get back my money. I had emailed customer car, I'll sticky you the email address I used, anyway, i thought I would give it another try and bang, same thing happened, they charged my card even though I got an error message. This time I forwarded the long string of emails that had ocurred before and gave them all of the information they needed upfron and the very first email I got from them stated that a refung had been applied to my credit card and sure enough two days later I got a credit. I complained about this at SES Chicago as well with the reps and they admitted that the system wasn't perfect but this was the quickest way to solve this particular dispute.
