Kind of a tough one because of the numbers. A site that has to be submitted can go equally well in either of two categories:

1. PR6 with about 60-70 sites listed.
2. PR5 witn 1 (yep, just one) site listed.

Though more could be added, that "1 site" makes it awful appealing. Which to choose?

If the site can truely go into both, I would pick the PR5 cat.

The PR 5 one. You will definitely get more traffic if you're the only site listed.

PR5. More qualified listing,n ot just in terms of PR, but also in terms of rankings and traffic.

The PR5 is better. However, why not save the $299 a year and buy some links on other sites a lot cheaper than that?
