Getting a Y! listing is a solid way to start promoting a site. It usually leads to inclusion in Google, and it can bring some traffic on it's own.
Basically you need to decide if you can get the money back in. If you are not sure about that part you might want to try and get some other good links for free.
1) You are not even guarenteed to get into Yahoo!. You are guarenteed that someone reviews your site but that does not mean you will get put in the index.
2) It is still possible to get into Yahoo! by submitting. Sometimes if you are lucky you may be on a hosting box that the spider visits often. I've had a number of sites get added without me even doing anything.
3) You are better off using that 300$ over at Adwords or Overture IMO. Especially if you have a very small budget to work it.
Ever since I started working in the field I thought the $300 fee Yahoo! charges to be reviewed is way too HIGH. You are not even guarenteed to be placed in the index!
My chief has just given me the authorisation to add two sites to Y, but now i'm not so sure.

Karupt, have you actually used the y submission service or are you just relaying what other people have told you?
I don't want to waste the cash if I can use it to some use elsewhere. I run a succesfull Adwords campaign but i'm now starting to look for more!

When Yahoo directory was the priority on the results page a Y! listing was essential. Perhaps when Yahoo goes to the new format, directory traffic could far outweigh the numbers you will get for $300 on the PPCs. Obviously, this is pure speculation on my part...
Maybe worth the wait then :)
I have been fortunate enough to find a competitor with an open stats program, he has the number one position in Y.
His last 20 S.E hits which run from 7 may to 13 may only include 5 from Y which isn't many :(
