Yahoo has lots of regional directories such as Asia, Canada, India ...
It appears that express submission to the main directory also will results in inclusion in other regional directory. Since when this is happening? or it is always like that?

Always like that.
Normally if submitted to Yahoo main and URL externsion is .ca the process is instantaneous to Yahoo.ca.
If a dot.com, dot.net, or other top levels it can take longer but generally will occur.

It also works the other way around, so that if you submit to a regional directory and get listed, you will also get listed to the .com

I think those statements need a qualifier though. None of the listings in regional Yahoo sites, like Yahoo.de, fr, dk etc appear anywhere at Yahoo.com.

Or should we refer to english region sites. Of yahoo china will not list a listing for a .com and vice versa.
English regional yahoo include, asia, canada, india, singapore ...
