how are sites determined

I'm new to the search engine game and seeking any advice to get our new site elevated in yahoo. Most of what I've read put others light years ahead of my knowledge. We have done the basics with titles, descriptions, keywords, alt image tags and many submissions. Some paid for, some free listings. Any specific help would be appreciated.

I think it's a combination of: 1. editor picks, 2. length of time in the directory 3. clickthrough.

However, I have a few sites that are most popular and it's pretty inexplicable to me. Also, the most popular category hasn't been updated in a long time for my cat's.
