PR 7 requirements

I am wondering if there are requirements which can be told in number iin order to earn PR 7.

For example maybe more than xx amount of inbound links,no more than xx html error son page etc

I have just seen big and very small websites has PR & and trying to figure out what makes them worth for G to assign PR 7
