Why do some Web sites have nothing (no green bar) in the PageRank area?

First, understand that PageRank is assigned to pages, and not to sites. There can be several reasons why a page "shows no green". Here's four I can think of:
1. Too new (toolbar PR is only updated once in a while) 2. Minimal or no inbound links 3. The domain is penalized 4. Google bug
