There is one and only one thing that increases Page Rank for any page on the web -- links. The complete forumula gives differing weights to each inbound link, based on the PR of the linking page and how many total links it hold. And in some cases, pages have been identified by Google as urls that will not pass on any PR with their links.
But the answer is simply to get links from other quality sites. Also, because of other algo factors, a good number of these links should be from sites that are related to the theme of your site. However, the pure PR formula has nothing to do with content - this is a different corner of the Google algorithm.
I realize you may just have been using a "figure of speech", but there aren't any tricks that can increase your true PR. It just takes links. Also, you should be aware that the PR reported on the toolbar is only updated a few times a year, but your "real" PR is something Google is continually re-calculating behind the scenes for their own uses.
