PR Updated Continuously?

Hello, I am new to WebmasterWorld and have recently been reading threads pertaining to PR and BD Updates, etc. The recent updates have really taken a toll on my website (7 months old) and I can see that my PR from September 2005’s update is still a 2 and that some datacenters are even showing a PR 0.

This leads me to believe that google has not been continually updating, and that the SERP’s for some datacenters are probably rolled back all the way to before my website had even been created. This has only happened since Feb 4th, and I have not seen any improvements except since this Saturday for only 1-3 datacenters.

Could someone explain the logic google has in showing such outdated results for such a long period of time, or please let me know what I am doing wrong to have a PR0 for 3-4 datacenters and only a PR 2 for the rest of them? Thank you
