would an email to webmaster@google.com with the subject exclusion request
and then the domain in the body help to rid them, several requests.
Using the tos form does not seem to have any bearing on keeping the google results squeaky clean.
I've others griping about the same concern - I guess it would just turn into a big pissing and moaning match.
googlebot should turn it's nose up to any site having the target=_blank or target=_new tag or any other javascript popup.

I may be wrong here but as far as I know the reporting page is so that G can build up a picture for the bad things that pollute. I suspect they get thousands of complaints per day. They wont be able to address them all. But they will address trends and alter thier algo accordingly.
In answer to your question I doubt you will get response to a gripe style question.
If you have a look for GoogleGuy's profile you can see that his stickymail has been disabled. I reckon there is a good reason for that, he was getting shed loads of personal requests.
Perhaps report them once using the proper page

Bad idea dude,I hear the sentiment, but think of the overwhelming number of legitimate sites that would be excluded in the remotedly extreme unlikely to happen in 10 billion years scenario of G implementing your suggestion.
