How can I tell if it is a penalty?

Hi,

I figure I might as ask this while everyone is waiting for the update. In December I ended up doing some web design for a client. I built them a new site. While I worked on it I put up a one page intro page. In January I I uploaded their 20 page site in a half complete stage. However, it was spidered by Google. Later I finished the site and the new version should be in the next update. However, there is something very strange. The toolbar shows a pr0. This is strange because it is obvious that Google has indexed all of the pages and even has indexed several sites that linked to this site (all of which appear in the current index).
I can't figure out why Google would give the site a pr0.
It is a simple site with no Spamish items. It just an information site.
I was hoping someone take a look or comment.
Thanks :)

New sites are often initially given PR0 (or more accurately PR<1). Is there any reason why you think you might have been given a penalty? If you're genuine, honest and squeaky clean then it's extremely unlikely to be anything other than new site PR0 syndrome.

I only see a gray bar - My guess is, google hasn't fully indexed this site yet. Wait a little longer.

Actually, the site is super squeaky clean.
I noticed that if you do a link:website search it shows 0 links. However if you do a site:website keyword search Google shows 7 pages.

This leads me to believe that it is partly indexed just strangely given a pr0. Why?

You might be seing what has been reported in the last few days:
[webmasterworld.com...]

Google is having problems showing the correct PageRank via the toolbar, this should be corrected very soon if not already (Your toolbar might not have updated itself, if not you can (you don't have to) uninstall it and reinstall it again, that should give you the latest version)

Also Mike gave some good links about PR 0 in.

And as said before 99% of the times people think they've been banned, they haven't.
