Regionality or Theme for googlebot?

For many of my new sites the freshbots appear to be limited to 10.* 11.* and 12.* but for others I see them talk about 23.* 24.* 25.* as the the resolved name for the freshbot IP. Do google limit a range of freshbots to a geographic area or are these sites too new to be assigned a "theme" and freshbots are limited to a theme?

From what i know the Freshbot only comes from an IP starting with 46.

And i can't imagine that it prefers any specific IP classes.
