I would not pay to be listed on a site (Probably can not afford PR7 an higher). If you have a half way decent site with good content you should be able to exchange links with other site of PR5 or PR6.
What does a higher ranking in google do if your site is not worth that rank?, after all the we are doing all of this for our customers not for the search engines, and if you do build your site with the user in mind, you will do good in the search engines.
But people do it all the time with Yahoo, and if DMOZ would actually add your site instead of placing it in a cue to be reviewed, people would probably pay for that to ...
If I were to the point where I knew a few good links was going to put me to the top in searches I would consider it, the right amount to pay is tough to calculate.
In simplest terms it is
#New Visitors * Conversion Ratio * Profit Per Conversion
PR 4 = $1,000 per month
PR 5 = $4,500 per month
PR 6 = $8,000+ per month
PR 7 = $50,000+ per month
PR 8 = BIG MONEY.....still waiting to find out how much!
That is the average net profit I made in Feb out of sites with those PR's and optimized for 2,000+ key phrases.
How much would I pay for these PR's? Nothing, they come for free so why pay for them?
If you can't get them for free, decide what a reasonable percentage of advertising cost should be. IMHO less than 20% with no long term contract.
one of our site has seen $10k of business in Feb. (~1% of the site is currently indexed by google and I should point out I'll never see any of the money myself! :( )
All the traffic has come from Google and affiliates.. It just goes to show how important google can be to an ecomm site.. (I only built this paricular site to find a memory leak in the CMS! ;) )

When you look to buy these links are you paying only for PR, or are you expecting to get traffic from the links directly aswell.. (Think someone else pointed to Yahoo.. That's payed for links that's been going on for ages)
I'd pay for a link from a PR9 page. I've been trying to get a link from Adobe. I promote their stuff non-stop, but they'll let me in eventually :)
I have one competitor on pr 5 I would pay a lot to be on his site and the site I woul advertise is a pr8 so it is not the page rank but the exposure.
Of course they will not let me advertise (reasonably) but there are still sites out there that will.
PR may be a bonus, but the primary concern is what does advertising on this site give me in terms of hits etc.
What if none of your competitors has a PR5, but lower? Or what if they all have a PR8? Would you bother paying to be #1 on a SERP if you are already #1 or move up from #168 to #161?
As previously stated, pay a for a link that will bring you traffic and potential customers, everything else are means to that end.
Getting links from PR4 pages isn't worth doing
That's a bit defeatist isn't it?.. They're still worth something (what's the current thinking? 5x PRn links is worth 1x PR(n+1)?) .. If they're easy to get (and sensible/relevant) then they're worth more than just their PR, and who knows - the page might be PR6 next update if they've been working hard too..
IMHO all relevant links are useful. :) .. People like Apache dot com get great PR and top of a search for 'Apache' because of the thousands of little people linking to them with 'Apache' as the linktext.. I thought that was the whole point... not just links but relevant links..
[sheepishly] I sometimes get the impression that people are more bothered about the raw PR value of backlinks rather than the quality of the reference.. can only lead to bad things IMO. [/sheepishly]

This is not always true. I am a web designer primarily, and no one is likely to want to link to my site especially other web designers. I depend on my customers for page rank, and I get fairly good positioning for my PR5 site. Of course, I also advertise on some higher ranked sites, but I don't do this for PR.

That is true. i would not link to someone selling the same products i am selling, let us say i sell Wedding cake on my site then i would not link to someone else selling Wedding cake, but i will link to a site selling Wedding dresses. those 2 topics complement each other and noone is stepping on anyones toes.
My point is that you will get linkback from some site with PR5 or PR6 but not all the links you ask for.
