I see tons of examples of sites that place very high up despite having low pr but a boatload of anchor text matching the keyword phrase and tons of duplicate pages all interlinked. For example a pr3 spam site comsisting of about 100 duplicate pages, all named domain/keyword-keyword-randomword.htm, and each page with 100 links on it, all with anchor text matching the page the link goes to. Isn't this blatant keyword spamming and regardless of how long it takes for him to get caught and penalized, why would a page like that do well to begin with? I'm pretty sure the html isn't cloaked.
