how does one put on top position for the adwords that show right side. example "web hosting" keyword, the ipowerweb.com & interland.com are always on first 2 positions.

Ads that make Google the most money rise to the top as long as they generate a CTR of better than 0.5%. Whoever has the highest (bid price * CTR) takes the top spot.
