Do Google upgrade you to "Sponsored Listing"?

Weird Situation I need some urgent help with please!
Am doing SEO & PPC for a big client on 6 high traffic phrases.

2 of the 6 phrases have Adword CTRs of 6.2% & 12.3% respectively. (The rest are 1-4%)

All of a sudden I've noticed the client is appearing as a "Sponsored Listing" which I know from previously costs £3,000 as a min for 3 months.

Is it possible Google could have upgraded them somehow due to their high CTRs for the particular phrases? Great if so!

Critically, on the 2 phrases they appear as a sponsored listing for, there is no sign of them in the Adwords on the right.

The only alternative explanation is that the client (which is not the most organised) went and paid for their own sponsored ad which I seriously doubt.

They reason I doubt this is because they don't know what the CTRs are because I haven't told them yet and secondly if their phrases were:

blue widgets
red widgets
UK blue widgets
UK red widgets

..they're only appearing for blue widgets & UK blue widgets.
Not red widgets which I know is equally critical for them.

Any clues or is this a known Google benefit?
